The Federal Network Agency (BNetzA) has presented its interim status in the process to reform the general grid fee system for electricity (AgNes). Its aim is to generally reorganise the grid fees from 2029.
Contrary to the original idea of introducing grid fees for all battery storage systems from 1 January 2029, battery storage systems that have already been planned are to enjoy protection of legitimate expectations. This applies to all those for which a final investment decision (FID) has been made before the AgNes determination comes into force and for which commissioning will take place by 4 August 2029 at the latest. According to the BNetzA's current plans, a final investment decision is deemed to have been made if „binding orders for components covering approximately half of the investment volume have been placed and the contracts concluded for this purpose cannot be cancelled without significant financial loss and a binding grid connection commitment has also been made“.
In future, battery storage systems for which there is no protection of legitimate expectations are to contribute to grid financing through a capacity charge. Work-related and therefore volume-related grid fees to finance the grids will not be levied for storage systems. Dynamic grid fees for storage systems are to be introduced in 2030 at the earliest.
