Content of the event

The seminar examines the legal framework for the use of artificial intelligence (AI) in local government. The legality of official administrative action according to traditional standards will be discussed as well as new legal regulations, such as the European Union's AI Regulation.

What is it about?
Even if it may take a few more years before artificial intelligence is used as standard in local government, sooner or later cities and municipalities will not be able to do without it. The shortage of skilled labour alone, and thus the municipal personnel and financial situation, will ensure that municipalities (must) decide to rely on AI. What's more, the tasks to be performed by local authorities are numerous anyway - and will become even more so in the foreseeable future.

At the same time, administrative law and administrative procedural law assume in principle that decisions are made by people who are in a public-law employment relationship and are bound by law and order. The seminar takes a look at this tense relationship and discusses the legal framework conditions that need to be observed when using AI at a municipal level. It will also look at more recent legal regulations such as the European Union's AI Regulation.

Focal points:

  • traditional principles of lawful administrative action
  • Requirements for the official use of artificial intelligence
  • Relevant regulations, in particular the European Union's AI Regulation
  • Basic questions of data protection in the use of artificial intelligence
