Municipal heat planning in the state of Brandenburg

On 1 January 2024, the Federal Heat Planning Act came into force, which obliges the federal states to carry out comprehensive heat planning. Cities and municipalities are required to draw up municipal heating plans - as a roadmap for switching to a climate-neutral heat supply. 
Municipalities with fewer than 10,000 inhabitants can carry out a simplified procedure in accordance with state law.
The aim of the seminar is to go into the basics of municipal heat planning in the state of Brandenburg and to expand knowledge. For example, the topic of „Procurement procedures“ will go into more detail on the creation of a bill of quantities.

1. framework conditions in heat planning

- Overview of the special features of the simplified and full procedure
- Legal basis (in particular law for heat planning and decarbonisation of heating networks, corresponding state regulation Brandenburg)
- Urban planning requirements (FNP, development plan, urban redevelopment, etc.)
- Structure, organisation, procedure, deadlines to be met
- Inter-municipal cooperation in heat planning
- Public participation

2. awarding the heat planning to an external service provider

- Legal basis of the award procedure 
- Opening, course and conclusion of the proceedings
- Preparation of a bill of quantities

3. support and management of an external service provider commissioned to draw up the heating plan
