Content of the event
Municipal budgets are under severe pressure: record deficits, rising social and personnel expenditure, stagnating tax revenues and growing investment requirements are putting the basic principles of municipal budgetary law - in particular budget balancing, sustainability and intergenerational fairness - to the test.
For treasuries, administrative management and local politicians, this means adapting the legal framework and control instruments, actively managing risks and pushing for urgently needed structural reforms. Otherwise, there is a risk of a structural deficit with far-reaching consequences for local self-government.
Against this background, the seminar sheds light on the main sources of income for municipal budgets and shows options for action to answer the question of what to do if these „normal“ revenues are not sufficient.
