Content of the event

The basic seminar is aimed at employees of municipal contracting authorities in Brandenburg who are new to procurement procedures or would like to gain a systematic introduction to procurement law in the sub-threshold area. The aim is to convey the legal principles in a comprehensible manner and to create a secure basis for practical application.
A central focus of the seminar is on the Sub-Threshold Procurement Regulations (UVgO). Participants will receive a structured overview of the structure, scope of application and basic principles of the UVgO as well as its significance for day-to-day procurement practice. Practical examples will be used to explain how supply and service contracts below the threshold values must be prepared, implemented and documented.
In addition, the main regulations of the Brandenburg Public Procurement Act will be covered. The seminar focuses in particular on the state-specific requirements, the relevant forms and self-declarations as well as their practical application in the award procedure. Typical questions from municipal practice will be addressed and categorised.
The seminar is rounded off with an overview of the relevant circulars issued by the responsible ministries and other state law provisions on public procurement law in Brandenburg. Particular attention is paid to the regulations on threshold values, types of procedure and publication and documentation obligations, which are of central importance for cities, municipalities and other contracting authorities subject to municipal supervision.
The aim of the seminar is to provide participants with the basic knowledge they need to prepare and conduct legally compliant procurement procedures in the sub-threshold area and to avoid typical mistakes from the outset.

The brains behind the event.

Philipp Buslowicz,LL.M.

has already been working as a lecturer for the Brandenburg Municipal Academy for several years. He has been employed as Rechtsanwalt at the law firm Dombert Rechtsanwälte since 2020 and has been a specialist lawyer for public procurement law there since 2022. His core areas of expertise are public contracts and procurement as well as planning, construction and infrastructure projects.
