Framework agreements are a tried-and-tested instrument for awarding contracts for supplies and services as well as for construction services in order to save the local authority the expense of repeated procurements and tenders and to be able to estimate the costs incurred for services in advance.

The respective procurement regulations often remain quite vague when it comes to structuring such framework agreements. In this seminar, participants will receive practical assistance.
 

What is it about?

 

Framework agreements are possible for both sub-threshold and above-threshold contracts, for supplies, services and construction work. Once awarded, they save the contracting authorities an enormous amount of administrative work for recurring services, also offer more flexibility compared to conventional contracts and lead to corresponding planning and cost certainty due to the longer-term commitment of the companies.

The respective procurement regulations only regulate the framework agreements in very general terms, which leads to considerable uncertainty in their application. In addition, the framework agreements are repeatedly the subject of legal disputes, which does not necessarily simplify their applicability.
