All 16 federal and state agreements for the implementation of the KiQuTG have now been signed by Federal Education Minister Karin Prien. In these agreements, the federal states set out the measures they will implement in 2025 and 2026 to improve quality and participation in child daycare. The federal government will provide them with a total of around four billion euros for this purpose.
After a transitional period, the federal states may only use these funds for seven defined areas of action. Two areas - recruiting and securing qualified specialists and promoting language education - have been mandatory for everyone since 2025. In addition, they can also invest the funds provided in needs-based provision, the ratio of skilled staff to children, health promotion and in strengthening childcare and management.
The further development of the KiQuTG and the definition of the fields of action are based on the recommendations of a monitoring programme by the Early Education Working Group. The aim is to achieve nationwide quality standards for childcare.
