On 1 January 2025, the second version of the KiTa-Qualitäts- und -Teilhabeverbesserungsgesetz („Kita-Qualitätsgesetz“ for short) came into force. This means that the federal government will once again provide the federal states with around four billion euros by the end of 2026 to promote early childhood education and care in daycare centres and to further develop the quality of childcare throughout Germany.
The law continues and further develops the content of the KiTa Quality Act, which has been in force since 2023. This makes it the third law to improve the quality of childcare in German daycare centres after the Good Daycare Centre Act.
As before, the amended Daycare Centre Quality Act contains seven areas that are designated as „fields of action of priority importance“. The federal states may only use the federal funds for these areas. These include, for example, taking into account downtime or time for indirect educational work, inclusive support for all children and timely and continuous needs planning. However, a new regulation stipulates that from 2025, all federal states must invest in recruiting and securing specialised staff as well as language support for children. However, measures that do not belong to the areas mentioned and were contractually agreed up to and including 31 December 2024 may be continued until the end of 2025.
