Through the „kommunal.digital.hessen“ programme, the State of Hesse is supporting the introduction of basic digital technologies in local government. To this end, the Hessian Ministry for Digitalisation and Innovation (HMD) is providing funding from the „Starke Heimat Hessen“ programme. Applications can still be submitted via the state’s application portal until 15 September 2026.

Funding is available for the implementation and initial procurement of core technologies such as e-files, council information systems, digital invoicing workflows, e-payment systems or ID card terminals – in each case including the associated staff training. Eligible expenditure is up to 50,000 euros per local authority per year. Priority is given to municipalities, independent cities and districts that are classified as particularly financially weak under Section 48(2) of the Hessian Financial Equalisation Act (HFAG). However, depending on the funds available, other local authorities may also be considered, in which case the population size will be the deciding factor. There is no automatic entitlement to the grant – the Ministry will decide on applications at its discretion, subject to the availability of budgetary funds.

Lawyer Anuschka Siegers explains: „Even though the funds allocated will be little more than a drop in the ocean, the programme is an important and very welcome step by the state to drive forward the digital transformation, particularly in financially weaker local authorities.” Rechtsanwalt’s Michael Jessen-Lieberum adds: „As the deadline is tight, local authorities should now act swiftly to check whether they are eligible to apply and for which basic technology they wish to submit an application.“

The funds granted will be paid out on 30 November 2026 and must be used for the specified purpose.
