Practical tips for planning ground-mounted photovoltaic systems

The legal challenges in the planning of ground-mounted photovoltaic systems were the subject of the Potsdam Solar Law Day, which the law firm DOMBERT Rechtsanwälte organised for the third time on 19 March 2025.

 

Rechtsanwalt Prof Dr Jan Thiele and lawyer Josefine Wilke gave a Overview of the current legal framework the implementation of the Renewable Energy Directive (RED III) in Germany, regional planning and initial experiences with the outdoor area privilege.

 

Rechtsanwalt explained the legal requirements for the planning and authorisation of ground-mounted photovoltaic systems with battery storage and electrolysers Janko Geßner. Rechtsanwalt Tobias Ross addressed the tension between photovoltaics and monument protection. Florain Appel, project developer at Elumija GmbH, and Prof Dr Johannes Gulden, Director of the Institute for Regenerative Energy Systems at Stralsund University of Applied Sciences, explained how the production of hydrogen with ground-mounted photovoltaics can succeed. Andreas Schumacher, District Director in Neustadt (Dosse) and Wolfgang Burau, Head of Building Administration in Neustadt (Dosse), as well as Dirk Vullhorst, Sales Manager at DEG Sonne + Wärme GmbH, described in their practical report how cooperation between local authorities and project developers can be successfully organised.

 

The 65 Participants from administration and business also attended the presentation by Jan Hinrich Glahr, Chairman of the Berlin-Brandenburg Renewable Energies Association, who gave an outlook on what the players will have to prepare for after the federal elections.
