There is a high demand for energy in the Ruhr industrial region. The demand for low-cost, green electricity is correspondingly high.

Rechtsanwalt Tobias Roß explained how municipalities can control the expansion of ground-mounted photovoltaics using criteria catalogues at the event „Ground-mounted photovoltaics in the Ruhr region“, which was held by the state energy company NRWENergy4Climate together with the Ruhr Regional Association in Essen on 28 March 2025.

„Especially in the densely populated Ruhr region, there is potential to be realised for ground-mounted photovoltaics. The event showed this,“ said Roß. „It was a great pleasure for me to discuss with the Ruhr Regional Association and the Ministry of Economic Affairs from the perspective of the local authorities to show what needs to be considered legally.“
