Wind power moratorium decided in Brandenburg

On 26 February 2026, the Brandenburg state parliament passed a wind power moratorium with the votes of the SPD and CDU, which applies immediately. In three of the five planning regions (Prignitz-Oberhavel, Oderland-Spree and Lausitz-Spreewald), no new wind turbines may be approved outside of designated wind energy areas until the end of January 2027. However, ongoing authorisation and preliminary decision procedures outside the priority areas are not covered and can therefore continue despite the moratorium. As emerged from the debate in the state parliament, there are almost 1,000 turbines in pending procedures in the affected regions. The SPD and CDU refer to legal and planning certainty as well as the risk of possible compensation claims at the expense of the state budget. At the same time, projects within municipal urban land-use planning and repowering remain possible in principle. This increases the pressure to quickly adopt the outstanding regional plans so that effective control can actually take effect.
