What is it about?


The funding of childcare centres in the state of Brandenburg is to be placed on a new legal footing: the draft bill on the reorganisation of childcare centre funding will introduce new arrangements for financial flows. We would like to discuss with you whether this will make the funding of childcare centres more transparent, more digital and less bureaucratic.


Another key focus is the decline in the number of children over the past few years and its impact on the utilisation rates and funding of childcare centres. Finally, we take a look at the implementation of the right to all-day schooling for primary school-age children, which will come into force on 1 August 2026.


If you are the manager of a childcare centre, are responsible for matters relating to childcare or home-based childcare at a local authority, independent or public youth welfare organisation, or if you are a local councillor or other stakeholder with an interest in the development of childcare legislation, you should register.

Dr Beate Schulte zu Sodingen is a solicitor and partner at Dombert Rechtsanwälte Part. mbB in Potsdam and advises, amongst others, local authorities and independent organisations on childcare centre law. She also practises in the field of grant law.

Dr. Beate Schulte zu Sodingen

Professor Thorsten Ingo Schmidt holds the Chair of Public Law, specialising in constitutional law, administrative law, local government law and financial law, at the University of Potsdam, and is the Research Director and Chairman of the Board of the Institute for Local Government Studies (KWI) at the University of Potsdam. His research and professional interests include, amongst other things, public finance law and childcare law.
