Content of the event

Rising rents, scarce living space: in order to tackle this problem, local authorities have been increasingly called upon to designate new residential areas, not least as a result of the Building Land Mobilisation Act. However, every new development area triggers a new need for social infrastructure in the municipalities. The public focus is always on the provision of sufficient daycare centres.

Following a steady increase in investment in daycare centres until 2020, a downward trend has been observed since then. The expansion of daycare centres in local authorities has been made more difficult by the sharp rise in construction prices in particular, as well as planning uncertainties due to the current crisis.

What is it about?
The seminar takes a look at the legal relationships between municipal daycare centre and urban land-use planning and presents the process flow for the construction of a daycare centre. The aim is not only to shed light on the respective requirements of building law and daycare centre law. Instead, the seminar participants will be shown practical contractual arrangements for how local authorities, investors and operators can work together to accelerate the expansion of child daycare centres in a legally compliant manner.

Focal points:
  • Urban land-use planning and social infrastructure: Process presentation for the construction of a day-care centre for children
  • Urban development contracts - comparison of variants: in-house construction or operator model?
  • Contractual basis between investor, local authority, sponsor
