Content of the event

The needs-based fulfilment of the legal entitlement to a daycare place is a challenge for public providers and local authorities. The daycare centre places should meet a future forecast demand, be located close to where the child lives and meet the child's needs. Local authorities have the option of meeting the increasing demand for daycare places either through their own municipal facilities or through daycare centres run by independent providers.

This seminar provides information on the legal and financial requirements that both local authorities and independent organisations must observe when setting up municipal facilities. The basic authorisation and financing requirements are presented.

 
What is it about?
 

There are many aspects for the local authority to consider when setting up a daycare centre. The advantages and disadvantages of an in-house centre compared to facilities run by independent providers must be carefully examined and weighed up in advance. Particular attention must be paid to the principle of diversity of providers and demand planning.

In addition to the search for a suitable site and/or a suitable property, the (different) financing requirements for the establishment of a municipal or independent daycare centre must be taken into account. Particular attention should be paid to the (re-)financing of building investments made by an independent provider. However, this also includes cost planning for ongoing operations with regard to the necessary personnel and material costs. In addition, the formal requirements must be carefully planned, including the operating licence, but also the choice of legal form and the design of the daycare centre concept.

The seminar aims to provide local authorities with assistance in upcoming decision-making processes for the needs-based expansion of daycare places and to provide guidelines for action to be taken into account when setting up a daycare centre.
