Brandenburg makes new attempt to reform daycare law

In the state of Brandenburg, the Association of Districts, the Association of Towns and Municipalities and the Ministry of Education, Youth and Sport want to fundamentally reorganise the public funding law for child daycare. The aim is to achieve this reorganisation by 2027. This is what the parties involved have now set out in a joint strategic agreement. It also states that the process must be coordinated between the „public funding bodies“ and that the youth ministry must ensure that the „necessary level of participation“ takes place when drafting the legislation.

 

A reform of the law on daycare centres has been under discussion in Bandenburg for several years. There is legal uncertainty, particularly with regard to the financing of operating costs, the refinancing of parental contribution exemptions and how to deal with the own contribution of the daycare centre providers. A planned reform of the daycare law was halted at the end of March 2022 due to Russia's invasion of Ukraine and the new challenges this posed. „It is to be welcomed that this important issue of amending daycare funding is now being addressed again,“ says lawyer Dr Beate Schulte zu Sodingen.
