The federal and state governments want to work together to further improve the quality of childcare and harmonise it across Germany. To this end, the Federal Minister for Family Affairs, Lisa Paus, and the representative of the Conference of Youth and Family Ministers, Bremen's Senator for Children and Education, Sascha Karolin Aulepp, have signed a „Letter of Intent“. In it, the federal and state governments reaffirm their intention to transform the Childcare Centre Quality Act into a quality development law with nationwide standards „under joint responsibility“. However, the endeavours are subject to the „permanent provision of adequate financial resources by the federal government and the availability of a sufficient number of specialist staff.“ Together with this binding declaration of intent, the report of the „Early Education“ working group of the federal and state governments has also been published. In it, the authors have defined action goals for the quality fields of „Improving the childcare ratio“, „Language education and language support“ and „Needs-based (all-day) programmes“.
Ten years ago, the working group developed joint quality objectives for child daycare, which then formed the basis for the Good Daycare Centre Act formed. This is followed by the Day-care centre quality law which aims to improve the quality of child daycare. The federal government is making a total of around four billion euros available to the federal states for implementation by the end of 2024.
